Providers now face overlapping obligations that do not settle on the same timetable. NDIS registration transition activity starts in July, while key Support at Home funding settings shift from October. For many operators, that means implementation costs arrive before cash flow gains stabilise.

The July-to-October Funding Squeeze: What NDIS and Aged Care Providers Need to Finance Now
In 2026, reform risk is less about direction and more about timing.
1. Timing mismatch is the core cash-flow risk
From 1 July 2026, SIL and platform provider registration transition settings increase audit and readiness effort. From 1 October 2026, Support at Home personal care funding settings change. The funding challenge is bridging this gap without slowing operations.
2. NDIS pricing remains a constrained baseline
The current NDIA PAPL baseline still reflects the update effective 24 November 2025. In practice, providers should plan cash and margin resilience through execution discipline, not assumed near-term pricing relief.
3. Aged care funding settings are still evolving
Recent Health announcements include fully funded personal care from October and a pooled funding trial with applications closing on 29 May 2026. That signals continued model evolution and the need for scenario-based budgeting.
4. Reporting and assurance load keeps rising
ACFR 2025-26 includes an externally audited Care Minutes Performance Statement requirement, adding finance workload in the same period as operational reform delivery.
5. Capital strategy should track policy milestones
Stronger providers are separating funding needs by purpose: compliance implementation, payroll and claims-cycle smoothing, and selective growth capex. This keeps balance-sheet flexibility while reforms are still bedding in.
